  7. Add that local government receives a higher subsidy for roads with a
    speed limit less than NSL, hence the increase in GLF limits being
    reduced. Mini-roundabouts are now set so that they act as 'traffic
    calming' by being set off centre and with a physical presence instead
    of a bit of white paint.
