"London mayor Ken Livingstone said on Monday he would try to impose a 20
mile-per-hour speed limit on all London's residential streets"

Seems to me about the only way to proceed at a regular 20mph is on a 50cc
contraption. Tog, you may want to buy your Ape back!

It's all madness but as I recall "racing" about on 50 and 125cc bikes when
we were 16/17 wasn't any less fun than 1000cc bikes now.

    Man's a fuckwit.

There's houses all along, f'rexample, the A1 heading north, both inside
and outside the North Circular. As well as long much of the North & South
    Circs themselves.

And you believe that these will be designated as residential streets?

I can quite imagine Ken saying that all roads inside the Tax Raising Zone
    are "residential".

I am trying to figure out how much of this is journalistic daftness and
how much is a genuine Red Ken stunt.

Actually acheiving 20mph for more than a few yards in london is unlikely
so maybe they are thinking about copying the residential schemes in use
elsewhere. This involves blocking off all of the rat runs and changing
road layouts so that most residential streets are dead ended and have a
child-friendly 15 mph limit in the short end stubs.
Done properly these schemes work well but they require a lot of very
expensive roadworks and often attact objections from local traders.

Slapping on silly speed limits does NOT solve the problem, it just makes
    good sound bites for politicians.

Sounds like Ken at election time .......

Do you have an alternative definition of "residential streets" to the
usual "a road with people living in houses neatly lined up along either
    side"?

Yep - a street designated as "residential" for the purposes of
    imposing a 20mph limit.

So the official definition of a "residential street" has nothing
whatsoever to do with whether the street has residences or not...?

    My head hurts.

<g> Suppose you've decided that housing estates, and any other groups
of houses where, for example, children play in the streets, should be
used by cars for access only and at low speeds only. You need a phrase
to encapsulate that sort of street. My first choice would be
    "residential street" - YMMV.

But how would you differentiate those residential streets from the other
kind of street where residents reside in residences?

By the 20mph limit on them.

Lemme just check - that'll be the 20mph limit applying to all residential
streets except for the non-residential streets with residents residing in
    residences on them?

Anyway, to go back to the original question - do I really think Ken would
try to slap a blanket 20mph limit on the A1 & Circulars - yes, I bloody
    well do.

there are areas of central London that are already covered with
blanket 20mph limits - Somers Town comes to mind.

    Pamela Anderson.
