Worse, I'll bet a tenner the track has been there longer than the
    people doing the complaining.

They may want to check the spelling before submitting it.

It's all part of the authorities banning us from deriving any sort of
pleasure from the use of motorised vehicles. DEFRA are well on their
way to out-lawing MX, Enduros, LDTs, hill rallies & green-laning. The
effective ban on speedboats on Windemere will no doubt be hailed a huge
success & adopted elsewhere. Road racing circuits are the next obvious
target, especially if they can enlist the help of a few locals to
    justify their actions.

Yep. I live just down the road from a track (Aton eyre in Shropshire)
that until last year was used for the Masters motocross series.

It got refused permission by the local authorities after some (new)
residents in the area started kicking up a fuss about the noise and
the reduction in the quality of their lives.

Seems to be a bit of a national trend at the moment. The KRC 24 hour
event has had a 98db noise limit slapped on it too. Imposed by the
circuit owners at the moment, but the noise campaigners will not be
    far behind, rest assured.

So, could I buy a house by a main railway line and get the line closed
    down?

In a word, no. There are certain exemptions, and for "Railway
Undertakers" is one of them. To a certain extent.

Economics, innit. Get a cheap house as there is a well known nuisance,
complain, get an order for silence: instant increase of price of house.
