less explicable, assuming we were around to make it at all, if Goldwater

couldn't distill enough vodka to fire up their intercontinental potato

Yebbut, the Soviet Union was collapsing anyway, whether or not Reagan
upped the arms race. You didn't need CIA reports to know that. Reagan
spending all that money was a colossal waste, done for American
business purposes. The amount the USSR spent in response was almost
inconsequential considering all the other internal problems it had at
the time.
