I wondered when someone would say something like that. Not that I'm
disagreeing with you, I just knew that someone would have been told

Pikeys are not a race, unless the council was being racist and proposing
to restrict the use of the site to one (probably irish) racial group.
That should be enough to prompt a judicial review of their process.

You are correct about "Travellers" though. There should be some sort of
Pikey Parliament and citizen test. Unfortunately the legal definition
includes Oirish Travellers. Worst of the bloody lot. They get their sticky
fingers into all sorts of pies. Even Academia.
