    "To be considered your project must meet the following criteria:

    It must benefit the local community
    It must not take paid work away from others
    No one must make a profit from the work
    It must be challenging and demanding
    It must be worthwhile and constructive
    Offenders must be seen to be putting something back into the
    community.
    Organisations benefiting from the work must provide and pay for any
    materials to be used, such as paint and brushes."

    I think the use of the word "payback" is wrong. Whenever I hear
    someone use that it's generally not in a positive way so it makes the
    enterprise seem vindictive. As long as they're tagged there's no real
    need to plaster them in statements.

    The point is that there are two sides here. The offenders, and how not
    to make them feel any worse for what they've done (cue violins!) and
    the populace. The populace are always complaining thet "nothing gets
    done" because they don't SEE it get done. The big aims of CP are
    twofold, get the offenders to do some useful work to payback for
    whatever they've done and the let the rest of the world see that
    something is happening. I see nothing wrong with this.
