    If you have the green 'new keepers' slip, I believe you'll get a V5
    FOC...
    If the buyer applies for a V5, DVLA will write to the registered
    keeper and ask them to confirm they've parted company with the vehicle
    - unless things have changed since last year, it's when you ignore
    this they then slap you with a fine.
