I would say that it depends on where you are in the northern hemisphere.
Somewhere north of here (at approx 70 deg north), where I resided for
five years, spring would start in the first half of May, and we had
high summer in the first half of June.

We also had first frost in late august/early september some years.

Other years we had no frost at all only miserable weather.

One year I remember well, average temperature for January 5.5 deg. C,
average temperature for July 3.5 deg. C.

Being serious for a moment... the Summer Solstice is the point where the
Northern Hemisphere is closest to the sun. Up until that time, the North
has been getting longer days, and (usually) warmer temperatures. After
that, the days get shorter. Mid-summer's day maybe be inaccurate from our
perception of summer, but it's not far off.

Due to the lag of the warming effect, the 21st June won't be the middle of
summer, so the seasons are skewed against the astronomical events. The
solstices and equinoxes will occur in the middle half of each season. So
summer runs from June to August, and Spring starts at the beginning of
    March.
