80s TV Programme

    I have a hazy recollection of a 1980s 'alternative' drama where one of
    the protagonists claims that super thick milk shakes are actually
    elephant snot and that is how the US finance their interplanetary space
    travel.

    It also involved someone who looked like and could have been Elvis
    Costello and the plot seemed to centre around a spangly suitcase.

    ....or have I made it up?
