Can you/others point us to any actual evidence of this?

  2. This insurance assesor will be looking to see if a kit is *fitted*. If
they find it isn't fitted the certificate isn't gonna help you one bit.

However I do agree you need it in writing from your insurance firm that
    a) they are aware the kit is fitted and b) they will not require a
certificate in the event of a claim. As I say above it's easy enough to
get an insurance firm to do this.

I feel strongly about this issue. The people F1 target are new riders
with little cash and experience. Charging these lads £200 quid for 4
bits of plastic and *lying* about the legal requirement to do this is a
    bloody disgrace.

  3. I can't point to a law that permits you to wear green trousers. However
you will have to trust me that you *are* allowed to wear green
    trousers.

I was heavily involved in researching this with a mate. We phoned two
police forces, the DVLA and another govt driving agency I don't recal
the name of. None had heard of any requirement for a certificate. Kent
has a motoring law helpline - he simply said you have to drive
according to your license. A receipt or a cert will make bugger all
    difference if you're doing 130mph.

I couldn't find any law that requires a certificate. The law requires
you to have a bike under 33bhp (although it doesn't say if this is at
the crank or the rear wheel). That's it. How you achieve that is up to
    you.

There is no offence of not having a certificate.

I think that just getting the dimensions and making/fitting your own
    might be equally valid.

  5. Or just buy a kit from eBay. We got a Yamaha OE kit for £2.
(Ironically it comes with a certificate!)

Well, in my defence it was cool to me as finally, I was actually riding a
    motorcycle.

Also, the custom cruiser styling of the SR made me feel like Peter Fonda ;)

Apart from opening out/cleaning up the restrictor disks, surely a
"restricted" bike would benefit from a bit of dyno time and possibly a bit
of thoughtful dicking around with the sprockets?

  18. Me too. The confusion on this is because it's tricky to prove a
negative [1] and F1 International and the bike shops lie. (When they
tell you it has to be fitted by them with a cert ask them *what*
    legislation requires that!)

Insurance is a different matter - they can ask for what they
like so you need to check (in writing).

I strongly think this should be in the FAQ. By definition this issue is
a problem for newbies and here is where they are likely to be checking.

[1] In theory you'd have to read every law in the land to be sure there
was *no* requirement to have a cert and nobody's done that - not even
JP. However I can confirm the legislation limiting some newbies to
33bhp doesn't mention restrictor kits or certificates - in fact I
suspect they didn't even *consider* that people would modify larger
bikes rather than simply buying smaller bikes IYSWIM.
