    It's not the speed: it's not being able to maintain a given speed and
    watch the road at the same time. I'd be a lot happier with someone
    deliberately doing 40 in a 20 limit, than with someone doing 22 because
    they're not capable of controlling their vehicle.

  4. It was somewhere around Barstow, on the edge of the desert, when the
    drugs began to take hold. I remember "Verdigris"
    I'm pretty sure if I was tootling along in a 20mph limit my speed would
    vary up to 23/24 and down to 17 or so. Fwiw, I don't tend to continually
    check my speedo in such circumstances, preferring to keep an eye out for
    idiot children and their parents wandering out from behind parked cars.

    (A personal favourite is the idiot mother and pushchair appearing out of
    a gap, pushchair first.)

    Another factor is that on many cars and bikes, I don't believe the
    speedos are all that accurate at 20.

    For someone to be nicked at 22mph is just an illustration of how much of
    an arse the law is being made of by the clowns responsible.

    Nor do I make more than an occasional glance at the speedo, particularly
    in a built-up area. But I am still confident that I have sufficient
    throttle control that my speed will be fairly constant. If you're not
    sure that you can drive at the speed limit without straying too far over
    it, then drive slower.

    But if it's legal, it will not under-read, so there's no chance of
    breaking the speed limit accidentally.
    It all depends. Inability to maintain a speed within the speed limit
    could be evidence of incompetence, indifference or outright contempt for
    the safety of others, any of which deserve at the very least a cautionary
    word or two.
