Alright, so I have the carburetors to the point where the left side is
no longer fouling, but the right side still is - although not as
severely. You may be right about my float valve being wedged
open....when I take the air cleaner off of the right side I can smell
the pungent odor of gas. I will have to clean the float valve, seat,
and intake, and I will also check the float level and see if it is at
spec. I think it is 19mm from the bottom of the float to the to the
assembly, but I will have to check this by the engine number. Thanks
    for the constant feedback, guys.

Oh and yes, there is a fine layer of soot on the insulation within the
plug. The plugs I have are numbered B8ES, and I've gapped them
accordingly, also. A friend of mine will be mailing me a clean and
full set of carbs that he has lying around. If need be, I will be
able to swap parts, or just replace the carburetors altogether.
